Natural Asset Management Valuation Guide: Forest and Tree Assets

Natural assets, such as street trees and forests, are now being included in asset management plans across Ontario and Canada. However, because asset management planning was originally developed for grey infrastructure, incorporating living assets presents unique challenges. One key challenge has been how to value natural assets using similar methods used for grey/built infrastructure.

To address this knowledge gap, the Guide provides municipal and conservation authority asset managers with key concepts and practical steps for the valuation of forests, hedges and patches, and individual street and park tree assets. Recommended methods are also identified to support a more consistent and reliable approach to valuing natural assets that will ultimately enable long-term investment through asset management planning across Ontario.

CVC retained Dougan Ecology, Grounded Solutions, and Green Analytics to develop reasonable and defensible lifecycle and replacement cost estimates for the creation, restoration or rehabilitation and long-term management of selected natural assets. This version is an update to the Life Cycle Costing of Restoration and Environmental Management Actions (2020) with updated methodology and expansion of natural asset types included for costing.

Natural Asset Carbon Assessment Guide and Toolbox (NACAGT)

The Natural Asset Carbon Assessment Guide and Toolbox (NACAGT) provides standardized methods for doing carbon assessments in Central and Southern Ontario. Along with background information on carbon assessments, the document includes a database of area-based carbon sequestration rates and a list of tools for performing carbon assessments and guidance for each use. This is version 2.0 of the NACAGT with an updated database and a new method for scoring new carbon sequestration rates.

Life Cycle Costing of Restoration and Environmental Management Actions: Costing Natural Assets in Peel Region 2020

CVC retained Beacon Environmental Limited with Green Analytics and Associated Engineering to develop reasonable and defensible life cycle cost estimates for the creation, restoration or rehabilitation and long-term management of selected natural assets. This version precedes the Natural and Enhanced Asset Lifecycle Replacement Costing published in 2025, which expands on methodology and includes costing for many more natural asset types.

Environmental Benefit Index for Wetland Restoration on Private Lands in the Greenbelt Region of Ontario, Canada: Literature Review and Conceptual Framework

The study reviews economic fundamentals of reverse auctions (RAs) and Environmental Benefit Indices (EBIs) used in the USA, Australia, and Canada. The study also recommends a framework for a Greenbelt-specific wetland restoration EBI that includes biological, hydrological, and social benefits.

Landowner Views on Wetland Enhancement and Restoration in and Adjacent to The Credit River Watershed

Through surveys of landowners, this report: (i) documents landowner wetland management history; (ii) understands landowner preferences and attitudes about wetlands and the ecosystem services they provide; (iii)
assesses the willingness of landowners to implement wetland restoration or enhancement on their
property; and (iv) evaluates landowner preferences for compensation.
