We developed the first property management plan for Jim Tovey Lakeview Conservation Area to guide how the site will be managed and operated as it transitions from construction to public use.
The management plan establishes objectives and priority actions for the first five years of operation, outlining how ecological integrity will be protected while providing meaningful opportunities for the community to experience the conservation area.
The Jim Tovey Lakeview Conservation Area Management Plan was approved by Credit Valley Conservation’s Board of Directors in April 2026.

The Planning Process
The inaugural management plan supports the transition from construction to operations as Jim Tovey Lakeview Conservation Area opens for public enjoyment.
Phase 1 – Information Gathering and Analysis 2024
Existing studies, input from Indigenous communities, the public, stakeholders and agency partners, and decisions from the Environmental Assessment and design process were reviewed and consolidated to ensure continuity, compliance and transparency.
Phase 2 – Vision and Action Planning 2025
Drafted management plan vision, objectives and priority actions, completed service level planning and hosted community open house 1 and 2 to learn about the project, meet with staff and share feedback.
Phase 3 – Final Management Plan Spring 2026
Prepared the final management plan which brings all the elements together, outlines site-specific policies and providing direction for park management, restoration, operations and visitor experiences.
Phase 4 – Implementation 2026 Onward
