Summary of Functions
The Technical Director, Engineering Services functions as the lead engineer for CVC and is responsible for the overall short and long-term strategic direction of engineering services, including water resource engineering, flood management, hydrology and hydraulics, and low impact development research and outreach. This includes leading CVC’s Flood Plain Management and Mapping, Stormwater Management, and Flood Risk Management and Infrastructure Programs.
The Technical Director will also provide technical advice and support to CVC’s development and permit review engineering functions, watershed planning, hydrology and source protection, stream and coastal restoration functions, water and climate change science and CVC projects on public and private lands.
As a member of CVC’s senior management team, this position will act as a direct advisor to CVC’s executive leadership team and is part of guiding and implementing the strategic direction of the organization.
Eligibility Requirements
Education
- University degree in Civil, Environmental or Water Resources Engineering; preference for undergraduate or graduate degree in Water Resource Engineering.
- Licensed Professional Engineer with Professional Engineers Ontario.
- Valid Ontario Class G2 driver’s license.
Experience
- 10+ years of experience in a senior civil/water resources engineering capacity.
- 5+ years of progressive managerial experience.
- Extensive experience managing a broad range of water resources projects.
- Extensive experience with reporting and presenting projects.
Knowledge, Skills and Ability
- Thorough knowledge of water resources legislation and practice in Ontario.
- Thorough knowledge of water resources engineering concepts including proficiency in hydraulic and hydrologic computer models including HEC, Visual OttHYMO, SWMM, MIKE.
- Experience in two dimensional (2D) modelling an asset.
- Demonstrated ability to read and interpret engineering design drawing and calculations.
- Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts.
- Impactful negotiator that constructively achieves win-win solutions.
- Effective problem-solving skills and leadership skills, including staff coaching, managing performance, and working collaboratively with other divisions.
- Strong budget management and cost control skills; able to address variances and manage ongoing risks while managing multiple deadlines / work processes.
- Computer proficiency in MS Office suite including online software such as MS teams, Office 365, and SharePoint.
- Experience and expertise in flood forecasting and flood emergency management and/or flood infrastructure asset management.
- Incident Management System (IMS) experience considered an asset.
Summary of Major Tasks
- Provide oversight of all aspects of flood management and mitigation, ensuring an appropriate flood warning response program, and overseeing and guiding technical teams on the real-time hydrometric network.
- Lead CVC’s response to riverine flood events, including acting as Flood Event Director.
- Act as a spokesperson and municipal liaison for CVC in areas of flood risk and respond to media inquiries.
- Oversee the technical studies and modelling for CVC in land-use regulations, watershed planning and restoration/construction guidelines. This includes overseeing the completion of hydrology studies, hydraulic modeling, and flood plain mapping.
- Lead staff in all aspects of the Authority’s Water Infrastructure Operations program – including water infrastructure operation and maintenance programming, dam safety reviews, permits to take water renewals, environmental assessments, as well as water infrastructure strategic and/or feasibility related studies.
- Lead flood hazard and flood risk studies throughout the watershed, championing the development of remediation strategy alternatives and evaluations in partnership with municipal partners and/or other levels of government.
- Provide on-going direction, guidance and leadership to the Authority’s water resource engineering and geoscience programs – including hydrology, hydraulics, and hydrometrics; Geotechnical Engineering; erosion, fluvial geomorphology, coastal processes, and aquatic and wetland restoration.
- Provide general technical oversight of, and/or advice for, all authority projects, initiatives and program activities with a engineering or geoscience component.
- Cultivates strategic alliances and partnerships with government, agencies, private industry, community groups and other stakeholders.
- Cultivates change adaptation, guiding and leading staff, stakeholders, and partners in new or adapting circumstances; streamlines processes and develops tools.
- Manages employee performance and holds divisional leadership team accountable for managing employee and team performance; supports a culture of workplace equity and inclusion that celebrates diversity.
- Manage divisional budgets.
- Pursues funding opportunities including completing grant applications and financial reporting to Municipal partners and Government agencies.
- Prepares reports and presents expert engineering advice for boards, councils, and commissioners.
- Other duties as assigned.
