Summary of Functions

This position will supervise and maintain the software environment including software acquired from a third-party vendor or from an internal team. This role is also responsible for installing, updating, and troubleshooting any software platforms within CVC. Provide technical support to program groups including, GIS/IM, Flood Forecasting and Warning, Geoscience (Source Water Protection) and Corporate Services. This position reports to the Manger, IT and works closely with the Senior Specialist, Security and Network Administrator.

Eligibility Requirements


  • University or college graduate in computer science or related discipline and\or equivalent formal training, technical certification, or work experience


  • Minimum 7 years of relevant progressive experience with software management Expertise and experience in GIS applications (ArcGIS Server, ArcGIS Desktop), KISTERS software (WISKI Server, WISKI Client and WISKI administrative tools) and Hydrologic modeling applications (VO, HEC-RAS, HEC-HMS, and HEC-DSS)
  • PowerShell scripting experience automating deployment and repetitive administrative tasks
  • Previous IIS 8.x experience with .NET 4.x applications including security certificates and authorization options
  • Experience with Microsoft Active Directory and Group Policies
  • Experience in integrating SaaS services and software security
  • Strong experience in failover, high availability, disaster recovery, business continuance.
  • Hands on experience in process automation, best practice approach, technology efficiency, and effectiveness
  • Requires extensive knowledge of Windows Server OS
  • Must demonstrate strong experience in designing, implementing, and maintaining current Windows server products including Microsoft SQL, IIS, Windows Clustering, Network Load Balance, Net Environments, and ISA
  • Strong Linux experience including shell and Perl scripting for administration tasks
  • Familiar with ITIL

Summary of Major Tasks

Software Management

  • Monitor GIS applications, KISTERS software and Hydrologic modeling applications, document and analyze problems, and publish maintenance schedule
  • Provide technical expertise and support to client groups for internal and external projects related to flood forecasting and warning, Source Water Protection and other projects as identified by senior management
  • Serve as part of a team responsible to maintain the flood forecasting and warning system. Monitor KISTERS software, Loggers, Flood Watch application and dashboard, Flood Event Documentation applications/database and internal network systems to ensure they are at an availability rate of 99%
  • Manage the software approval process and assist with the acquisition of new software and application ensuring it fits within the information technology plan and standards
  • Set up administrator and service accounts and Maintain system documentation
  • Interacts with users and based on their requirements evaluates vendor products to meet their needs
  • Stays current with technological developments in software technology and recommends ways to take advantage of new technology.
  • Troubleshoot, and resolve any reported problems
  • Provide application performance tuning
  • Monitor, update, and maintain existing legacy environment software systems interfaces to ensure that the interfaces exchange data properly and to support the current legacy environment
  • Maintain SLA, System Availability, Capacity management, and Performance KPI

Application Development and Testing

  • Collaborate with hardware, OS, DBA technical teams to ensure proper integration of the environment and business function related to the application
  • Work closely with application development teams and vendors to tune and troubleshoot applications. Liaise with vendor support on all issues
  • Plan and coordinate testing changes, upgrades, and new services, ensuring systems will operate correctly in current and future environments
  • Understands software and hardware requirements of varied departmental systems and the workflow and process requirements of complex application systems
  • Provide second level of technical support for all corporate systems and software components. Provide third level support for the application
  • Leads and participates in efforts to develop and implement processes for application and system monitoring
  • Leads and participates in efforts to implement application updates to include upgrades, patches, and new releases
  • Tests, debugs, implements, and documents programs. Assists in the modification of company products and/or customer/internal systems to meet the needs of the client and/or end-user
  • Develops test plans to verify logic of new or modified programs

Operational Tasks

  • Review the governing regulations to ensure proper program support and ensure best practices
  • Manage consultants and vendors and ensure that they meet deliverables, deadlines and provide quality service and/or products.
  • Be the subject matter expert in supporting, maintaining, and administering complex applications and effectively interact with technical staff and non-technical staff.
  • Facilitate and provide an inclusive learning environment to help develop the skills of technical staff as well as provide advice and training to end-users.
  • Attend and represent the Conservation Authority at technical conferences and promote the Conservation Authority through seminars and presentations.
  • Develop and maintain the reporting and dashboard infrastructure for the organization
  • Develop work plans and track/report status of assigned projects/tasks
  • Fully responsible for problem management activities such as issue resolution and root cause analysis
  • Daily monitoring and maintenance activities

  • This position will be based out of the Mississauga office at 1255 Old Derry Rd.
  • 35 hours per week
