Summary of Functions

This position reports to the Senior Planner and is responsible for review, analysis and providing technical support and assistance to the Planning program in the implementation of plan input and plan review activities as they relate to municipal planning and development applications and Regulation applications.

Eligibility Requirements

  • University degree in Land Use, Environmental Planning or a related field
  • Candidate membership in OPPI an asset with the intent of becoming a Full member
  • 2 years municipal and/or environmental planning experience and applied computer knowledge
  • Working Knowledge of the Planning Act, the Conservation Authority Act and Regulations is preferred
  • Working knowledge of other related provincial and federal environmental legislation and protocols would be considered an asset
  • Knowledgeable with the principles of watershed planning, natural heritage system planning, natural hazard management and natural resource protection.
  • Ability to read and interpret construction plans and drawings
  • Experience with MS Office Suite (Excel, Word, Project Powerpoint)
  • Strong problem solving, analytical, negotiation, organization and facilitation skills
  • Excellent teamwork and customer service skills, including the ability to work respectfully and inclusively with diverse stakeholders
  • Able to work in a collaborative work environment with a passion for sharing knowledge and ideas with others
  • Strong written and verbal communication skills to explain rules and procedures clearly to the public

Summary of Major Tasks

  • Review and respond to Potential Development Property Inquiries made by Realtors, Lawyers, Developers, etc.
  • Record and create file memo for specific file information for future reference
  • Examine CVC policies, regulations, maps, files and associated planning policies from associated organizations
  • Contact the inquiring party and communicate all issues or concerns identified
  • Review and provide comments on Site Plans based on CVC’s policies and regulations
  • Review Planning Act applications submitted by member municipalities, such as Official Plan Amendments, Zoning By-Law Amendments, Site Plans, Severances, and Minor Variances, and provide comments in response based on interpretation and applications of CVC, Municipal, and Provincial legislation and policies related to land use control
  • Coordinate internal technical review of development applications and provide written response based on technical recommendations
  • Conduct site inspections to identify and assess site characteristics and constraints on development
  • Review external agency development applications such as applications made pursuant to the Niagara Escarpment Planning and Development Act, the Building Code Act, and applicable Municipal By-Laws affecting development/site alteration
  • Provide expert advice for consideration by planning staff of member municipalities and applicants during pre-consultation committee meetings on planning matters related to CVC policies, Municipal environmental policies, and Provincial policies regarding natural hazards and natural heritage protection
  • Review and provide comments on Committee of Adjustment applications including Minor Variance and Consents.
  • Examine CVC policies, regulations, maps, floodplains, files and associated planning policies from associated planning policies from associated organizations
  • Review and provide comments on developments that require permits
  • Ensure understanding of process / coordination between the Planning Act Process and Regulatory Process
  • Represent CVC’s interests through the review process
  • Provide comments and revisions of planning development based on CVC’s policies
  • Prepare permits for issuance
  • Provide information and advice to watershed residents, general public and prospective property purchasers, developers etc. regarding various CVC policies and programs affecting land use control and how they are applied

Vaccine Policy

New employees are required to be fully vaccinated against COVID-19 as defined by the Ministry of Health as a condition of employment and must have satisfied the full post vaccination period required to ensure vaccination efficacy. The requirement to be fully vaccinated is subject to the Ontario Human Rights Code.  If you are not fully vaccinated, a documented medical reason provided by a physician or registered nurse and time period for the medical reason may be accepted.
