22-56: Lead Hand, Conservation Parks

Summary of Functions

This position will participate in the implementation of Conservation Area programs and special events and be responsible for daily park operations including: property, building and equipment maintenance and repairs. This position is responsible for overseeing a group of workers assigned to them, ensuring all tasks are completed in a safe and timely manner.

Eligibility Requirements


  • Post-secondary education in environmental studies, parks and recreation, hospitality and tourism, trades or equivalent work experience
  • Chainsaw operator certification
  • First Aid and CPR


  • A minimum of one year of experience in related field
  • General knowledge of construction, machinery and equipment use, maintenance and repairs
  • Experience supervising and/or directing work to employees is an asset

Knowledge, Skills and Ability

  • Ability to operate and maintain a variety of manual and power equipment (e.g. leaf blower, brush saw, Kubota RTV, etc.)
  • Possess strong verbal and written skills
  • Good interpersonal skills and the ability to provide effective customer service
  • Excellent time management and organizational skills
  • Works well in a team setting and on their own with minimal supervision
  • Ability to work outdoors under adverse weather conditions
  • Must be able to travel to various Conservation Areas and be comfortable working in varying locations
  • Working knowledge of the Occupational Health and Safety Act
  • Experience using GPS units and the ability to read and interpret coordinates
  • Valid Ontario Class “G” driver’s license in good standing
  • Valid Pleasure Craft Operators card

Summary of Major Tasks

Conservation Areas Operations

  • In conjunction with supervisors (Superintendent, Assistant Superintendent), assist in developing monthly and seasonal work plans
  • Develop weekly work plans while ensuring materials are available for daily operations and maintenance projects
  • Provide training to hourly staff on any equipment that may be required for daily operation, in accordance with CVC Health and Safety polices
  • Ensure all materials are available and on site for projects and that staff members working on the projects are trained in the safe operation of any equipment that will be used
  • Supervise projects and staff to ensure safe work, efficiency while monitoring accuracy of work
  • Liaise between Superintendent, Assistant Superintendent while organizing hourly staff to make sure projects and daily work routines are completed
  • Identify and communicate any safety or time concerns due to processes, materials or equipment
  • Assist hourly staff members with issues or difficulties with tasks and when required; train or guide them

Visitor Services

  • Support the delivery of recreational programs in active Conservation Areas which include regular park activities such as rental services and admissions, special events, equipment and facility reservations
  • Respond to and document minor visitor concerns and report them to a supervisor

Conservation Parks Health and Safety

  • Take a leading role in the active Conservation Area inspection program and carry out inspections in accordance with CVC property inspection policies and guidelines
  • Support the Superintendent and Assistant Superintendent with ensuring a safe work environment for staff and visitors
  • Take an active role in worker safety, water and ice safety, participating in conservation area emergency responses and assist in park closures as needed
  • Responsible for ensuring health & safety checks and liability checks are completed
  • Address any liability concerns in a timely manner, ensuring all park facilities, buildings, trails and waterways are in good standard of care
  • Assist with the review of Safe Work Procedures (SWP), Standard Operating Procedures (SOPs) and policies, as required
  • Provide On Call services for Conservation Area staff and facilities

Enforcement and Administration

  • Support Provincial Offences Officers by responding to and reporting violations of the Conservation Authority Act/Regulations and Trespass to Property Act
  • Support and participate in the function of hiring, training and evaluation of casual staff
  • Assist in resolving casual staff conflict while ensuring a cohesive team atmosphere
  • Provide input as requested by supervisors in relation to casual staff schedules and candidate interviews
  • Other duties and projects as appropriate to this position

Vaccine Policy

New employees are required to be fully vaccinated against COVID-19 as defined by the Ministry of Health as a condition of employment and must have satisfied the full post vaccination period required to ensure vaccination efficacy. The requirement to be fully vaccinated is subject to the Ontario Human Rights Code.  If you are not fully vaccinated, a documented medical reason provided by a physician or registered nurse and time period for the medical reason may be accepted.
